Duplicate so you have 3 layers ,change the top 2 layers /Blend modes Screen.
Hide the White BG layer &merge visible, Change the Opacity to 60%.
Add a subtle Drop Shadow.
Duplicate ,Layers Arrange/Move down.
Paste JSDD_EAW_MKAccent_1 above the BG layer Resize 17%

Filter Simple-Blintz.
Mask - Misted-Swirl-Box By Essex Girl Here
It's the second to last on the left hand side.
Animation Shop.
Font of choice.
Adjust/Blur/Gaussian Blur-20%
Effects/Texture Effects/Blinds.
Move below your tube. Add a new later layer on top fill with a colour from your tube. Select all/Modify/Contact by 2,deselct & add a subtle drop shadow.

-------Open new blank canvas 800x800 fill with white.
Open the Circle Frame Resize 50%.
Open mixedm02 Resize 18% & place in position.
Open paper 03b Resize 25% & paste as a new layer on top.
On the mixedm02 layer Select all/Float/Defloat selections invert,
Back on the papaer layer & hit delete. Change blend mode to Screen.
Hide the Frame layer & white background & then merge top 2 layers.
Open all layers back up.
Paste Foliage Resize 18% Image/Mirror & place in position.
Duplicate /Image flip & place in position.
Paste Flower01 Resize 15% Duplicate & place them in position.
Paste Flower03 Resize 10% Duplicate & Flip one, Place in position.
Paste mixedm01 Resize 20% Rotate Left 90% Move below the frame.
Paste Banner Resize 20% Place above the frame.
Paste Flower02 Resize 15% Duplicate 2 times(see tag for reference)Place in position.
Paste Butterfly Resize 12% use your deform tool to turn into positon.
Paste WS02 Resize 30% move below the Butterfly.
Click inside the frame with the magic wand Expand By 10, Add a new layer above the white BG layer . Paste paper 02 into the selection, Keep selected & Duplicate the paper.
On the top paper Adjust/Blur/ Gaussian Blur 25% Deselect.
Change the blend mode to Overlay Merge down.
Add any other elements you like.
Now hide Bg layer,Paper & Frame layer, Click on top layer & merge visible.
Open up the layers again.
Add your tube above the frame, Duplicate & move one below the frame.
Erase the parts above the frame you don't want & do the same on the other.

*You can totally skip this next part, I just wanted it to be more central & for the tube to not be covered by the elements!
Again hide the Bg layer & this time the merged layer thats at the top.
Merge visible the frame,Tube & paper, Unhide the merged layer. Call this Merge 2.
Move layer Merge 2 over to the right a little do the same with the Merge layer.
Add your Text/Name & ©.

You will need a Tube of choice/Image.
I'm using one By Elias Chatzoudis.
Filters BKG designer sf101> Here
I installed it into Filters Unlimited 2.0
Texture set 1807 from Here
Animation Shop.

Font of choice.
Open new blank canvas 700x250 fill with white.
Open texture & paste as a new layer, Resize 50%.
Click on the crop tool/Merged opaque/ Click the tick.
Duplicate & close out the copy working on the orinal layer.
BKG designer sf101 - Corner Hall Wrap default settings.
Open up the copy layer again change the blend mode to Screen.
BKG designer sf101 - Crosstitch default settings.
Merge all layers Visible.
Add your tube in the centre , still on the tube layer
Selections/select all float/Modify/Expand by 3.
Add a new layer fill with white & move below the tube. Add a subtle hint of noise & a dropshadow then merge together the tubes.
Duplicate the background layer & rezise 80% Rotate left 90% & move over to the left a little. Duplicate Image/Mirror See my tag for reference.
Merge these 2 layers together,Rename Merged.
On the Merged layer Select all/Float/Modify expand by 2 ,Add a new layer & fill with white,Add a dropshadow. Move below the merged layer & merge down. Now add your frame to the image.
Add any text/Name & ©.
Animation.
Edit/Copy/Merge paste into Animation shop.
Back in psp Click on the Merged layer.
Effects/ Distortion Effects/Pinch: Strength 50%, ok.
Edit/Copy/Merge paste into Animation shop after current frame.
Repeat the above until you have 3 frames.
Now do the same as above but change the strength to 100%
So we now have a total of 4 frames.
Edit/Copy/Merge paste into Animation shop after current frame.
So we now have a total of 4 frames.
Are you still with me? Lol
In Animation shop Click on layer 3 & paste is after layer 4.
Click on layer 2 & paste after Frame 5.
Click on layer 1 & paste after Frame 6.
So now we have a total of 7 frames, Select all the frames, Animation/Frame properties 25.
I added a little sparkle to mine.
I used Simone Ani 513 & Culled the animation to 8 frames, It looks ok & doesn't jump.

Paper 1 below the frame .
Merge these down & Rotate 5% to the right.
El 152 move into place.
El 32 Image/Rotate 90% Right.
El 84 Image/Rotate 90% Right, Move down.
El 162 on top.
El 142 Image/Mirror & move down 1.
El 128 move below El 32.
El 71 on top Resize 25%.
El 116 on top Resize 20%.
El 114 place below El 71 Resize 30%.
El 130 Resize 60% Move below El 84.
El 77 Rezie 60% move below El 142.
El 138 on top Image flip/Image/Rotate left 90% Move to the bottom.
And Image/Flip.
On the bottom add your splatters.
I added El 42 just above the splatter layer on the right.
Add any other Elelments you like.
Add your Tube,Name & ©.
