 You will need a Tube of choice.

I'm using Scuba Girl By rzhevskii Here

Filters MuRa Meister- Copies.

Filter Simple-Blintz. 

Mask - Misted-Swirl-Box By Essex Girl Here

It's the second to last on the left hand side.

 Animation Shop. 

Font of choice.

 
 
Open new blnk canvas 700x250. Paste your tube as new layer.
Duplicate, Name one layer Tube. on the Duplicated layer Mura meister/Copies/Line.
 

Adjust/Blur/Gaussian Blur-20%

Effects/Image Effects/Seamless Tiling.

Effects/Texture Effects/Blinds.
Effects/Simple/Blintz
Effects/Image Effects/Seamless Tiling.
Name this layer BG.
On your layer palette move your tube to the top & resize if needed.
Below your tube add a new layer & fill with white.
Layers New maks layer from image- Misted-Swirl-Box
Source Luminance Checked,Ok .
Layers Merge group.
Change the blend mode to Overlay.
Effects/Edge Effects/Enhance.
Still on this layer Seamless tiling, Same setteings as above.
 
Effects/Image Effects /Geometric Effects/Skew.
Add a new raster layer on top. Draw a rectangle with your selection tool.
Duplicate your BG layer , Bring to the top. 
Selections/Invert/Delete & change the blend mode to screen.
Effects/Texture Effects/Weave.

 Move  below your tube. Add a new later layer on top fill with a colour from your tube. Select all/Modify/Contact by 2,deselct & add a subtle drop shadow.

 Add any text & your ©.
